Individuals may apply for a TWIC card, or pick up a card, at a Universal Enrollment Services center, with or without, a scheduled appointment. Eligible parties can also request to receive the card by mail, and a notice of the card’s impending arrival is sent via email or phone. If the card is not received within 60 days of notification, holders must report the card lost within that 60 days, or pay a penalty fee for its replacement. Cards delivered to one UES center can be transferred to another UES center when necessary.

TWIC cards are issued to workers who need unrestricted access to secure areas of vessels and maritime facilities, and can also be used as valid identification at airport security checkpoints. Personal information contained on the cards is scanned into the TWIC system, encrypted and stored in a secure government facility. Applicants for a TWIC card must submit two forms of acceptable identification, and be prepared to have a photo taken.
